Vehicles will be classified based on their polluting potential, ensuring that the strictest restrictions apply to the most polluting vehicles. The classification includes:
- Low-polluting vehicles (0 emissions label, ECO label, and category C)
- Polluting vehicles (category B)
- Heavily-polluting vehicles (category A)
Who Can Enter the ZBE?
The Bilbao ZBE will be accessible to vehicles considered low-polluting, including those with 0 emissions labels, ECO labels, and category C. Additionally, bicycles, pedal-assisted bicycles, other cycles, and personal mobility vehicles will have unrestricted access. However, polluting and heavily-polluting vehicles will face access, circulation, and parking restrictions during specific times.
Exemptions:
The ordinance includes exemptions for certain vehicles and situations. These exemptions encompass vehicles of residents within the ZBE, emergency services vehicles, essential services vehicles, historic vehicles, and vehicles that transport people with reduced mobility. Residents registered within the ZBE before the ordinance's implementation will not be affected by these regulations, regardless of their vehicle type.
